Summary of the idea...

Testing is ramping up, but much valuable time and information is being lost and individuals have little to no information related to their individual contacts to help them stay safe and keep others safe. The idea is to have everyone download the app that makes it efficient to log interactions with people and places... their own specific contact tracing log.

When someone (or someplace) in your network tests positive, an alert propagates through the network providing the information people need. The alert would be triggered based on some rules related to the likelihood of said contact being contagious at the time of interaction. For instance, if you were in contact with Jane Smith two months ago and she only tested positive today, then you would not be alerted. Similarly, there might be an alert that is sent to secondary contacts, so if Jane tested positive today and you were in contact with her three days ago, then a secondary alert could be sent to everyone in your network that you were in contact with in the past three days since your contact with Jane.

Part of the app will facilitate the ability for someone concerned that they have been exposed to get tested and the app can conveyed to the testing entity a proximity report that tells the interaction time and place with someone that tested positive at a specific date and time. In this way the testing entity can prioritize appropriately inbound test requests.

The biggest problem is that many if not most folks do not have symptoms and are passing the virus because they assume they do not have it. They would happily quarantine themselves if they had reason to suspect they have it. This could help fill this void of information.
